Expands the Michigan Indigent Defense Commission's (MIDC) authority to include indigent defense services for youth in juvenile delinquency proceedings, in addition to existing coverage for indigent adults in criminal cases

Adds one new voting member to the MIDC (increasing from 18 to 19 members), appointed from a list submitted by the children's law section of the State Bar of Michigan with experience defending youth in delinquency proceedings

Requires defendants and youth to consult with counsel before waiving their right to counsel, with any waiver documented on the record and in writing

Establishes a grant disbursement structure where indigent defense systems receive 40% of their grant award in the first installment, followed by three subsequent installments of 20% each, contingent on documented expenditures

Defines "local share" for youth defense services based on the indigent defense system's average annual expenditure for indigent youth defense services in the 3 fiscal years immediately preceding the effective date of the amendments
