Expands the MI Future Educator Student Teacher Stipend Program to allow eligible student teachers to be placed in qualifying publicly funded preschool programs (such as Great Start Readiness Program or Head Start) in addition to school districts

Maintains stipend payments of up to $9,600 per academic semester for eligible student teachers enrolled in approved educator preparation programs

Allocates $30,000,000 from the state school aid fund and $20,000,000 from the educator fellowship public provider fund for 2024-2025

Creates new payment pathways for student teachers at non-public institutions, allowing funds to flow through intermediate districts or consortiums in addition to the district where the student is placed

Prioritizes Pell grant recipients when funding is insufficient to cover all eligible applicants, with remaining funds distributed by application order
