Removes the September 30, 2017 deadline and federal extension provisions for fingerprint submission requirements, making the requirement ongoing without a specific implementation date

Maintains existing background check requirements including national sex offender registry searches, state criminal registry checks, and FBI criminal history checks for child care center licensees, group child care home licensees, family child care home licensees, staff members, and adult household members

Makes technical language updates throughout the statute, changing "shall" to "must" and replacing gendered pronouns with gender-neutral alternatives
