Creates a new "elder and vulnerable adult personal protection order" for individuals age 60 or older, vulnerable adults, or persons with developmental disabilities to petition circuit court for protection

Allows courts to restrain respondents from entering premises, assault, stalking, purchasing firearms, threatening property destruction, harming pets, exercising unauthorized decision-making authority, and engaging in financial exploitation

Includes financial exploitation remedies such as prohibiting access to petitioner's assets, requiring return of personal property, awarding actual damages and attorney fees after evidentiary hearing, and requiring bonds to safeguard disputed assets

Ex parte orders can be issued without notice if immediate harm would result, valid for at least 182 days, with hearings on motions to rescind scheduled within 14 days (or 5 days for firearm-related restrictions on law enforcement respondents)

Violations by adults punishable by up to 93 days imprisonment and $500 fine for criminal contempt; orders immediately enforceable statewide upon signing and entered into law enforcement information network
