Authorizes each county or region in Michigan to create vulnerable adult multidisciplinary teams composed of public, private, and professional representatives from agencies including law enforcement, adult protective services, prosecutors, health departments, and mental health programs

Allows teams to share information among members while maintaining strict confidentiality requirements, including execution of sworn statements; information may only be disclosed to specific entities like adult protective services, the attorney general, prosecutors, and law enforcement

Exempts team records from Freedom of Information Act disclosure and exempts team meetings from Open Meetings Act requirements

Defines "vulnerable adult" as individuals 18+ who require supervision or personal care due to age, developmental disability, mental illness, or physical disability, or who lack skills to live independently

Establishes team purposes including preventing, investigating, and prosecuting abuse and financial exploitation of vulnerable adults; coordinating medical, social, and legal services; and developing detection and prevention programs
