Prohibits state agencies from adopting rules more stringent than federal standards unless the agency director determines there is a "clear and convincing need" to exceed the federal standard, or unless specifically authorized by state statute

Requires agencies to include in regulatory impact statements specific facts establishing the clear and convincing need for any rule exceeding federal standards, along with an explanation of exceptional circumstances necessitating the stricter standard

Exempts emergency rules from the federal stringency limitations

Excludes amendments to existing special education rules (R 340.1701 to R 340.1862) from the restrictions, but applies the limitations to any new special education rules promulgated after those existing rules are rescinded

Amends the Administrative Procedures Act of 1969 to add new documentation requirements when proposed rules exceed applicable federal mandates or standards
