Modifies licensing fees for cosmetology professionals including cosmetologists, manicurists, natural hair culturists, estheticians, electrologists, and instructors, setting the application processing fee at $15.00 and annual license fee at $42.00 per year

Increases annual license fees for cosmetology establishments from $25.00 to $150.00 and for schools of cosmetology from $100.00 to $250.00

Adds new fee category for secondary school facilities with $100.00 application processing fee and $200.00 annual license fee

Authorizes the department to increase fees annually by a percentage equal to the average wage increase granted to classified civil service employees

Requires the department to submit a complete fee schedule to state budget officials and appropriations committee chairs by August 1 each year, and ties enactment to passage of Senate Bill No. 131
