Adds sentencing guidelines for felonies related to interfering with access to health facilities, including a Class G felony (3 years max) for second or subsequent offenses of general interference

Establishes Class H felony (18 months max) for second or subsequent offenses involving nonviolent physical obstruction of health facility access

Creates Class D felony (10 years max) for interference with health facility access that causes bodily injury

Imposes Class A felony (life imprisonment max) for interference with health facility access that results in death

Takes effect 90 days after enactment, contingent on Senate Bill No. 154 of the 103rd Legislature also being enacted into law
