Appropriates $159,460,600 in gross funding for the Michigan Department of Agriculture and Rural Development for fiscal year 2025-2026, with $87,072,000 from state general fund/general purpose, $51,972,400 from state restricted revenues, and $20,079,600 from federal revenues

Authorizes 575 full-time classified positions and 6 unclassified positions across programs including food safety and animal health ($41.3M), environment and sustainability ($22.5M), agriculture development ($38.8M), and laboratory and consumer protection ($21.1M)

Provides $9.7 million for MAEAP and conservation district support, including $8 million in grants to local conservation districts for agricultural environmental assurance programs and technical assistance

Allocates $5 million for the Fair Food Network's Double Up Food Bucks program and $2.47 million for the food and agriculture investment program to expand Michigan's food sector, support urban farms, and develop local food systems

Includes one-time appropriations totaling $2,250,100 for new farmer support grants ($800,000), plant/soil/pest diagnostics ($700,000), agricultural flooding infrastructure ($400,000), tariff impact monitoring ($250,000), and horticulture education programs ($99,900)
