Appropriates $6.91 billion gross ($6.91 billion adjusted) for the Michigan Department of Transportation for fiscal year ending September 30, 2026, with $2.33 billion from federal revenues, $4.47 billion from state restricted revenues, and $2 million from state general fund

Authorizes 3,229.3 full-time classified positions and 6 unclassified positions to support road and bridge construction ($4.25 billion), highway maintenance ($503.7 million), design and engineering services ($267.2 million), and public transit programs ($282.9 million for local bus transit)

Allocates $743.8 million to cities/villages and $1.33 billion to county road commissions for local road programs, plus $174.7 million in one-time appropriations including $90 million to match federal dollars, $50 million for local infrastructure projects, and $7.65 million for a road usage charge study

Requires the department to conduct a voluntary road usage charge pilot study by June 1, 2026 to evaluate mileage-based fees as an alternative to fuel taxes, with a technical advisory committee of 19 members and final report due May 31, 2027

Establishes $25 million grant program for businesses and municipalities impacted by state transportation projects, with grants up to $15,000 for businesses experiencing revenue loss and up to $1 million for municipalities with road damage from detoured traffic
