Authorizes 3,852 full-time equivalent positions (3 unclassified and 3,849 classified) across departmental functions including field services, forensic science, criminal justice information systems, training operations, and commercial vehicle enforcement

Provides $25 million in one-time appropriations including $10 million for public safety academy assistance scholarships, $10 million for disaster/emergency contingency fund, $1 million each for cold case investigations and fentanyl enforcement, and $1 million for the OK2SAY school safety tip line

Allocates $33.99 million for the Michigan Commission on Law Enforcement Standards (MCOLES) to support law enforcement training, including $10 million for justice training grants and $18.27 million for in-service training programs
