Appropriates $1.03 billion in gross funding for Michigan's Department of Environment, Great Lakes, and Energy for fiscal year 2025-2026, with $187.4 million from the state general fund and the remainder from federal ($464.3 million), special revenue, and other restricted funds

Authorizes 1,672 full-time equivalent positions across divisions including Water Resources (408 FTEs), Remediation and Redevelopment (327 FTEs), Air Quality (228 FTEs), Drinking Water and Environmental Health (176 FTEs), and Materials Management (136 FTEs)

Allocates $503.9 million for water infrastructure programs, including $468.6 million for water state revolving funds, $23.6 million for water infrastructure projects, and $5 million for a water infrastructure risks and reserve fund to address emergencies

Provides $121.6 million for contaminated site remediation and redevelopment, including $27.6 million for environmental cleanup programs, $9 million for Superfund cleanup, and $2 million for emergency cleanup actions

Includes one-time appropriations of $10 million for electric vehicle charging infrastructure deployment and $10 million for an information management initiative to digitize department records, with funds available through September 30, 2030
