Allows noncertificated, nonendorsed teachers who have taught successfully in Michigan for at least 3 years to obtain a teaching certificate without passing the normally required examinations

Grants subject area or grade level endorsements to these teachers without examination requirements if they have successfully taught in those specific areas for at least 3 years

Applies to teachers working under sections 1233b and 1233c of the revised school code (provisions for noncertificated teachers)

Maintains existing grounds for denying certification, including fraud, misrepresentation, concealment in applications, or criminal convictions that would warrant certificate suspension or revocation

Retains the department's authority to determine what constitutes "successful" teaching for purposes of this waiver
