Exempts news organizations, internet service providers, search engines, and cloud service providers from liability when they are not responsible for creating the harmful content

Grants the Michigan Attorney General exclusive enforcement authority, requiring a 45-day notice and cure period before initiating civil action, with penalties up to $10,000 per violation
