Creates the Michigan Veterans Coalition Grant Program administered by the Michigan Veterans Affairs Agency to provide grants to veteran service organizations for allowable expenditures related to veteran service operations

Defines veteran service operations broadly to include assistance, programming, and services for veterans, as well as advice, advocacy, and assistance from accredited veteran service officers to help veterans obtain VA health, financial, or memorial benefits

Requires organizations to certify they provide accredited veteran service officer hours connecting veterans and families to federal benefits to be eligible for grants

Allows administrative support costs to be approved by the agency in support of veteran service operations

Takes effect only if Senate Bill No. 207 (which creates the Michigan Veterans Coalition Fund) is also enacted into law
