Creates a Strategic Advisory Board within the Michigan Strategic Fund consisting of 32 voting members elected from among nonvoting members across 8 expertise areas: jobs/talent/small business, transit, economic/community development, housing/utilities, education, rural development, innovation/technology/manufacturing, and environmental matters

Governor must appoint approximately 100 nonvoting members from specified organizations within 90 days, including representatives from state agencies, regional economic development groups, universities, transit authorities, environmental organizations, and business associations

Board must develop a strategic plan for economic development, with voting members developing the plan while receiving advice from nonvoting members; the board dissolves after submitting the strategic plan

Requires compliance with Michigan's Open Meetings Act and Freedom of Information Act; members serve without compensation but may receive reimbursement for expenses

Includes a tie bar provision requiring Senate Bill 213 of the 103rd Legislature to be enacted for this bill to take effect
