Defines "vulnerable roadway user" to include pedestrians, cyclists, individuals using roller skates, wheelchairs, electric bicycles, scooters, skateboards, equine riders, and USPS employees delivering mail on rural routes

Creates new felony penalties for moving violations causing injury or death to vulnerable roadway users: up to 1 year imprisonment/$1,000 fine for injury, up to 5 years/$5,000 for serious injury requiring hospitalization, up to 10 years/$7,500 for death

Expands "move over" law (section 653a) to apply to all stationary vehicles with flashing lights, not just authorized emergency vehicles, and increases civil fine to $750 when emergency personnel are present

Adds 6 driver's license points for violations involving death or serious injury to vulnerable roadway users under the enhanced penalty provisions

Takes effect 90 days after enactment and is contingent on passage of Senate Bill No. 217
