Expands who can request mediation to resolve disputes with community mental health services programs to include individuals permitted to file petitions for assisted outpatient treatment under section 434, in addition to recipients and their individual representatives

Requires hospitals designated for psychiatric evaluations to receive and detain individuals presented for examination under assisted outpatient treatment petitions (section 434) for up to 24 hours, adding this to the existing list of examination pathways

Mandates that community mental health services programs notify individuals who can file treatment petitions of their right to request mediation when services begin, annually thereafter, and when any dispute resolution process is initiated

Requires mediation to begin within 10 business days of recording a request and be completed within 30 days, with an optional 30-day extension by written agreement (60 days maximum)

Exempts hospitalized recipients from the mediation request provisions
