Expands who can file petitions for continuing involuntary mental health treatment orders beyond hospital directors to include agencies, physicians, psychologists, and qualified health professionals supervising assisted outpatient treatment

Allows any individual 18 years or older to file a petition for a second or continuing order for assisted outpatient treatment, in addition to treatment supervisors

Expands who can execute clinical certificates from only psychiatrists to include physicians, psychologists, and qualified health professionals (psychiatric nurse practitioners and physician's assistants working under psychiatrist supervision)

Requires non-psychiatrist professionals executing clinical certificates to provide evidence they discussed examination findings and treatment plans with a psychiatrist during or immediately after the examination

Maintains that current involuntary treatment orders remain in effect while petitions for continuing orders are pending resolution
