Reduces the Board of Mechanical Rules from 15 members (14 appointed plus the state fire marshal) to 12 appointed members, eliminating the state fire marshal as a permanent member

Adds new required board positions including mechanical contractors with HVAC, fire suppression, and refrigeration classifications, as well as a water tube or fire tube boiler manufacturer

Requires three organized labor representatives: one for mechanical trades, one for a relevant trade in Michigan, and one engaged in boiler design, erection, fabrication, installation, operation, repair, or inspection

Adds specialized positions for a member with boiler installation and piping experience (or power boiler owners/users operating at least 1,000 PSI) and a member with antique steam boiler experience

Changes quorum requirements from a fixed eight members to a simple majority, while maintaining the 2/3 approval threshold for board decisions
