Establishes the program as a no-cost benefit to members, with on-the-job learning occurring during duty hours under supervisor direction

Requires members to apply for the program and receive approval from their chain of command, with eligibility based on holding a military occupational specialty or air force specialty code compatible with a registered apprenticeship

Mandates coordination between state departments to synchronize job titles and descriptions so members receive appropriate credit for on-the-job learning under the program
