Establishes a 5-year moratorium on new multisource commercial hazardous waste treatment, storage, or disposal facility licenses and expansions until an updated state hazardous and LARM (limited-activity radioactive material) waste management plan is adopted

Increases hazardous waste landfill disposal fees from $10/ton to $25/ton and TENORM (technologically enhanced naturally occurring radioactive material) disposal fees from $5/ton to $12.50/ton, effective January 1, 2026, with inflation adjustments every 5 years

Prohibits new or converted multisource commercial hazardous waste disposal wells and Class IV wells, and restricts facility siting near existing facilities, overburdened communities, and areas with high population density or poverty rates

Increases solid waste landfill surcharges from $0.36/ton to $1.20/ton, with 45% of fees directed to cleanup and redevelopment, 40% to municipal grants, and 15% to host community grants

Requires operators of Class I and Class III wells to maintain financial responsibility including surety bonds ($150,000-$500,000 depending on well type) and environmental pollution insurance ($2.5-$5 million per occurrence) for site closure, remediation, and post-closure care
