Establishes a fee of 0.417 cents per gallon on waste disposed of in Class I multisource commercial hazardous waste disposal wells that were operating during the state fiscal year ending September 30, 2025

Requires fees to be paid quarterly within 30 days after each calendar quarter closes, with annual adjustments based on the Detroit-Warren-Dearborn Consumer Price Index

Creates the Disposal Well Host Community Fund in the state treasury to collect fee revenues and provide annual grants to cities and townships where these disposal wells are located

Exempts certain waste from fees, including waste removed during state-funded site cleanups, waste exempted by rule, and waste from one-time closures or authorized cleanup activities in Michigan

Requires well owners/operators to obtain written certifications from generators claiming fee exemptions and retain documentation for 4 years, with enforcement actions for false certifications or unpaid fees
