Creates a Low-Income Water Residential Affordability Program task force within 30 days of the act taking effect, with members appointed by the department director

Task force membership must include water providers of varying sizes (under 3,300, 3,300-10,000, and over 10,000 population served), consumer advocacy groups, community action agencies, municipal governments, rural/suburban/urban representatives, and environmental groups

Task force must develop program guidance within 9 months, which the department must implement within 18 months; responsibilities include advising on best practices, developing educational outreach, seeking additional funding, and expanding provider participation

Department must collaborate with the Department of Treasury to distribute funding to providers to cover the difference between customers' actual bills and discounted bills, plus funds for plumbing repairs

Bill does not take effect unless Senate Bills 248, 250, and 252 of the 103rd Legislature are also enacted into law
