Creates the Low-Income Water Residential Affordability Program to cap water bills at 2-3% of household income for residential customers at or below 200% of federal poverty guidelines, or those receiving SNAP, Medicaid, SSI, WIC, or energy assistance

Provides automatic arrearage forgiveness of up to $1,500 upon enrollment, with additional $1,500 forgiven after 12 months of timely payments, and full remaining arrearage forgiveness after 24 months of participation

Establishes monthly water use limits tied to household size (6-8 centum cubic feet for 1-4 people, scaling up to 18-20 for 11+ people), with normal rates charged for usage exceeding these limits

Allows providers to develop their own low-income water affordability programs meeting equivalent criteria, or opt out of the state funding factor if they create and fund their own program

Requires implementation 18 months after fund collection begins for providers with 500+ connections, with all providers covered 18 months later; includes up to $2,500 for household plumbing repairs for eligible homeowners
