Creates the "Water Affordability and Transparency Act" establishing that every individual needs access to safe, clean, affordable, and accessible water for consumption, cooking, and sanitary purposes

Requires all state departments and agencies to revise, adopt, or establish policies, regulations, and grant criteria that further residential water affordability, provided these actions do not affect federal funding eligibility

Establishes the Office of Residential Water Affordability within the Department of Health and Human Services, headed by a deputy appointed by the director

Directs the office to track and maintain data on all water providers in the state, the status of each provider's residential water affordability program, and related reporting information

Requires the office to create and maintain a public website containing water affordability program information; the act only takes effect if Senate Bills 248 and 250 are also enacted
