Creates new "complete license" bundles at $150 for residents and $450 for nonresidents that include base license, two deer licenses, one antlerless deer license, all-species fishing license, turkey license, waterfowl license, pheasant license, and fur harvester's license

Establishes a cold-water subaccount funded by fishing license fees ($5 per resident, $15 per nonresident) for habitat improvement, fish production, and dam removal benefiting cold-water species

Provides 60% discount on licenses for seniors (65+) and children (16 and under), and creates an 80% wildlife management discount on antlerless deer licenses to encourage population management

Renames the "sportsmen against hunger" program to "hunters feeding Michigan" and creates a shooting and education fund for state-owned shooting range operations

Eliminates the deer and elk baiting ban effective April 1, 2026, invalidating any commission order banning baiting that was in effect on October 1, 2025
