Exempts treatment for minors with medically verifiable disorders of sex development, those with abnormal sex chromosome structures confirmed by genetic/biochemical testing, treatment of complications from prior procedures, and emergency medical situations

Allows individuals who received prohibited procedures as minors to file lawsuits until age 38, with a standard 2-year statute of limitations for other claims

Authorizes courts to award reasonable costs and attorney fees to prevailing plaintiffs, and permits the Attorney General to bring enforcement actions

Defines "sex" as an immutable biological classification as male or female based on reproductive function
