Requires the Department of Education to develop or adopt a model water safety instruction program by December 31, 2025, covering flotation devices, water conditions awareness, swim area supervision, safe behaviors, pool barriers, swim skills, avoiding alcohol/substance use with water recreation, and CPR for drowning victims

Mandates all public school districts and public school academies provide age- and grade-appropriate water safety instruction as part of physical education courses beginning in the 2026-2027 school year

Directs the Department of Health and Human Services to create an informational water safety notice in English, Spanish, and Arabic by July 1, 2026, with annual updates thereafter

Requires schools (including public, nonpublic, and intermediate school districts) to distribute the water safety notice to parents annually beginning October 1, 2026, and post links to the notice on school websites

Grants civil liability immunity to the departments, schools, and their officers, board members, and employees for any damages related to the informational notice
