Authorizes the city council to regulate ferry-related charges beyond basic transportation, specifically including baggage fees, early/priority boarding fees, and parking fees for vehicles at both island and mainland ferry terminals

Requires approval by a majority of Mackinac Island voters at a referendum held at least 60 days after the act's effective date before the expanded ferry regulation powers take effect

Takes effect 10 days after certification of election results if approved by voters

Clarifies that the expanded city authority does not diminish ferry-related powers granted to other cities, villages, or townships under other statutes
