Requires law enforcement officers to announce their identity and purpose and wait a reasonable period of time before forcible entry when executing search warrants

Permits entry without announcement only when there is imminent danger to life, the occupants are already aware of police presence, or announcement would inhibit the investigation

Mandates that officers seeking "no-knock" authorization must include in their affidavit a list of known occupants, any known disabilities of occupants, and any animals at the location

Restricts no-knock warrant execution to between 8 a.m. and 6 p.m. unless a different time period is specifically authorized

Requires officers conducting forcible entry to be in uniform or clearly recognizable as law enforcement

Takes effect 90 days after enactment
