Creates the Tricare Premium Reimbursement Program within the Department of Military and Veterans Affairs to reimburse Michigan National Guard members for health insurance premiums

Eligible recipients include National Guard members enrolled in the Tricare Reserve Select program or Tricare Dental Program who are not on active duty and not covered by employer health insurance, traditional assistance management programs, or private market plans

Reimbursements are limited to individual coverage costs and contingent on sufficient funds being available in the Michigan National Guard Member Benefit Fund

Requires the department to create an application form and post it on their website, and to promulgate administrative rules to implement the program

Takes immediate effect (December 9, 2025) but is contingent on passage of three related bills: SB 540, SB 542, and HB 4962
