Requires retention of grade 3 students in that grade if they score "not proficient" on the state English language arts assessment, beginning with the 2027-2028 school year, unless they demonstrate proficiency through an alternative assessment or portfolio

Establishes five good cause exemptions allowing promotion to grade 4 despite not meeting reading proficiency requirements, including students with IEPs or 504 plans, limited English proficient students with less than 3 years in English language learner programs, and students previously retained who received intensive intervention

Mandates written notification to parents of retained students explaining the retention decision, alternative pathways to promotion, and the right to request a good cause exemption within 30 days

Allows promotion without meeting reading requirements if the student demonstrates proficiency in all other subjects and shows proficiency in science and social studies through portfolio assessment

Requires school districts and public school academies to submit annual reports to CEPI beginning in 2028 on the number of students retained in grade 3 and the number promoted through good cause exemptions, disaggregated by exemption type
