Expands prohibited subjects of collective bargaining for public school employers to include the school calendar and schedule, not just the starting day of the school year

Prohibits bargaining over teacher placement decisions, staffing/program reductions, recalls, and hiring decisions made under school employer policies

Prohibits bargaining over performance evaluation systems, classroom observation formats and timing, and performance-based compensation decisions

Adds contracting with third parties for noninstructional support services as a prohibited bargaining subject, provided the existing bargaining unit gets an equal opportunity to bid on the contract

Makes decisions about intergovernmental agreements to consolidate or jointly perform functions/services prohibited subjects of bargaining for all public employers, though employers must still bargain over effects on employees

Contingent on enactment of Senate Bill No. 379 of the 103rd Legislature
