Applies to wells used for carbon capture and storage rather than for enhanced oil recovery operations

Tied to passage of Senate Bill 394 and either Senate Bill (request no. S01283'25) or House Bill (request no. H01283'25) from the 103rd Legislature - bill does not take effect unless all related bills are enacted
