Renames the "State Child Abuse and Neglect Prevention Board" to the "Children Trust Michigan Board" and moves it from the Department of Management and Budget to the Department of Health and Human Services

Replaces "local councils" with "prevention partners" as the designated organizations eligible to receive trust fund grants for community-based child abuse and neglect prevention programs

Authorizes the state board to partner with nonprofit organizations, including 501(c)(3) entities, for fundraising purposes to maximize child abuse and neglect prevention efforts

Updates the board composition to include the director of the Children's Services Administration instead of the former Department of Community Health director, alongside directors of DHHS, Superintendent of Public Instruction, and State Police

Requires prevention partners to match 50% of trust fund money received and demonstrate ability to provide prevention program models and consultation to communities
