Allows the Children Trust Michigan Board (created under the child abuse and neglect prevention act) to hold electronic meetings via telephone or video conferencing under any circumstances, not just limited emergency situations

Adds the Children Trust Michigan Board to the list of public bodies exempt from the restriction that limits most public bodies to electronic meetings only for members absent due to military duty

Other public bodies currently permitted unrestricted electronic meetings include agricultural commodity groups, municipal public employee retirement system boards, and joint energy agencies

Requires compliance with existing Open Meetings Act provisions for electronic meetings, including two-way communication, advance public notice, and accessibility for persons with disabilities

Takes effect only if Senate Bill No. 418 of the 103rd Legislature is also enacted into law (tie bar provision)
