Expands remedies for Open Meetings Act violations to include declaratory judgments that a public body violated the law, in addition to existing mandamus and injunctive relief options

Shifts venue for actions against state public bodies from circuit court to the Court of Claims

Establishes mandatory court costs and attorney fee awards when courts find a public body violated the act and: the body has prior similar violations, noncompliance was intended to limit public access/participation, irreparable harm occurred, or significant public interest was at stake

Creates a 180-day statute of limitations for filing actions under this section from the date of the violation

Takes effect 90 days after enactment into law
