Amends Michigan's sentencing guidelines to create separate offense categories for delivery or manufacture of heroin, fentanyl, or carfentanil, distinguishing them from other schedule 1 and 2 controlled substances

Establishes Class A felony with life maximum sentence for delivery or manufacture of 1,000+ grams of heroin, fentanyl, or carfentanil; other schedule 1/2 substances at same weight become Class B with 30-year maximum

Creates tiered penalties based on drug quantity: 450-1,000 grams of heroin/fentanyl/carfentanil carries 30-year maximum (Class A); 50-450 grams carries 20-year maximum (Class A); under 50 grams carries 20-year maximum (Class B)

Removes existing sentencing provisions under MCL 333.7401(2)(a)(i-iv) and replaces with new structure under subsections (5)-(8) that treats opioids more severely than other controlled substances

Takes effect 90 days after enactment, contingent on passage of Senate Bill 430 of the 103rd Legislature
