Requires local governments creating a utility to adopt a stormwater management plan (reviewed at least every 5 years) and hold at least one public hearing before adoption, with the plan specifying service areas, fee calculation methods, and appeal procedures

Establishes that stormwater utility fees must be deposited into a dedicated stormwater enterprise fund, with money used only for utility costs and prohibited from lapsing to the general fund

Mandates fee reduction or elimination procedures for property owners who make improvements reducing stormwater runoff volume, rate, or pollutant loadings, with delinquent fees constituting a lien on property after 3 months

Creates an appeals process allowing property owners to challenge utility fees within 6 months of billing, with appeals heard by a local board and further appeal available to circuit court
