Prohibits public employers from entering contracts for services unless contractors and subcontractors also register and participate in E-Verify for all new employees

Defines covered employers as those employing 10 or more individuals at one time during a calendar year

Imposes penalties including: 1-year ban from public contracts for employers violating E-Verify requirements; immediate contract termination for subcontractors employing 2 or more unauthorized aliens; civil fines of $100-$1,000 per violation for repeated willful violations; and perjury charges for false statements on employment verification forms

Takes effect 90 days after enactment, with the Department of Labor and Economic Opportunity required to promulgate implementing rules
