Prohibits any person who is a party to a pending case before a judge or supreme court justice from making campaign contributions to that judge's or justice's committee

Bars independent committees and political committees from contributing to judicial campaigns if they are primarily funded (50% or more) by members of an LLC that is party to a pending case before that judge or justice

Prohibits committees controlled or directed by a party to a pending legal matter from contributing to the presiding judge's or justice's campaign committee

Requires independent and political committees to submit written statements with judicial contributions identifying controlling persons and disclosing if primarily funded by LLC members, including the LLC's name and address

Establishes misdemeanor penalties of up to 1 year imprisonment and/or fines up to 3 times the prohibited contribution amount for violators, including contributors, judges/justices who accept prohibited contributions, and committee treasurers who fail to return prohibited contributions within 7 days
