Increases penalties for manufacturing, delivering, or possessing with intent to deliver heroin, fentanyl, carfentanil, and their derivatives, with fines up to $5,000,000 and life imprisonment for amounts of 1,000 grams or more

Creates tiered penalty structure based on substance type, with opiates (especially fentanyl-related substances) receiving harsher penalties than other schedule 1 and 2 narcotics at each quantity threshold

For 450-999 grams of heroin, fentanyl, or carfentanil, maximum imprisonment increases from 30 years to 40 years with fines up to $1,000,000

For 50-449 grams of heroin, fentanyl, or carfentanil, maximum imprisonment increases from 20 years to 30 years with fines up to $500,000

For amounts under 50 grams of heroin, fentanyl, or carfentanil, maximum imprisonment increases from 20 years to 25 years with fines up to $50,000

Takes effect 90 days after enactment
