Allows schools to contract with public transit agencies to transport pupils to and from school or school-related events when no other suitable or economically viable transportation option is available

Requires criminal background checks including fingerprinting for all public transit agency individuals working with schools under such contracts

Mandates drivers be at least 18 years old, have no more than 6 points for moving violations on their driving record, and meet federal physical qualification standards under 49 CFR 391.41-391.49

Requires written agreements specifying the safest and most direct routes, number of vehicles and pupils, total expenses, miles traveled, and vehicle inspection verification

Establishes safety protocols including designated pick-up/drop-off locations that don't require pupils to cross roadways, and mandatory activation of hazard warning lights at least 200 feet before stopping
