Appropriates $13,000,000 from the general fund to a newly created behavioral threat assessment and management program fund for fiscal year ending September 30, 2025

Creates the behavioral threat assessment and management program fund within the Department of Treasury, with the department serving as administrator for auditing purposes

Allows the fund to receive money from any source, including grants and gifts, with interest and earnings credited to the fund; money does not lapse to the general fund at fiscal year end

Designates the appropriation as a work project with an estimated completion date of September 30, 2026, to develop, implement, manage, and maintain the behavioral threat assessment and management program

Requires enactment of a companion bill (Senate Bill No. S02605'25 or House Bill No. H02605'25) for this act to take effect
