Prohibits schools from releasing a pupil's student record until receiving written confirmation that the pupil has actually enrolled in the requesting school.

Extends enrollment documentation requirements (birth certificate or alternative proof of identity) to include the Michigan School for the Deaf alongside school districts, public school academies, and intermediate school districts.

Maintains existing 30-day deadline for previous schools to forward student records upon request, unless records are tagged for a missing child under existing law.

Clarifies that partial student records may still be shared before a formal transfer is completed.
