Amends Michigan's school emergency operations plan requirements under MCL 380.1308b to add a new mandatory component: protocol for when and how pupils are permitted to use wireless communications devices during an emergency.

School districts, intermediate school districts, and public school academies must develop emergency operations plans for each school building that address 14 specific areas, including school violence, bomb threats, fire, weather emergencies, intruders, and active violence protocols.

Emergency operations plans must be reviewed at least every two years in conjunction with law enforcement, and plans must be adopted by majority vote at a public meeting.

Schools must notify the Department of Education within 30 days of completing a plan review or adopting an emergency operations plan; the Department annually reports non-compliant schools to the Office of School Safety within the Michigan State Police.

Takes immediate effect as of February 10, 2026, contingent on House Bill No. 4141 of the 103rd Legislature being enacted into law.
