Prohibits the manufacture, sale, promotion, or distribution of materials containing plastic microbeads (solid plastic particles 5 millimeters or less) intended for use in Michigan, effective January 1, 2026, excluding personal care and cleaning products

Bans the sale, promotion, or distribution of personal care products and cleaning products containing plastic microbeads effective January 1, 2027, with an exemption for products containing less than 1 part per million by weight

Establishes civil fines of up to $2,000 per day of violation, enforceable by county prosecutors or the attorney general, with fines deposited into the state general fund

Requires the Department of Environment, Great Lakes, and Energy to administer and enforce the law, maintain a public website with violation reporting capabilities, and submit annual reports to legislative committees beginning July 1, 2028

Defines covered products including personal care items (cosmetics, cleansers applied to the body) and cleaning products (automotive, general cleaning, floor maintenance, and air care products)
