Requires the Department of Environment, Great Lakes, and Energy to develop a statewide microplastics research and monitoring plan assessing microplastics occurrence in plants, animals, the Great Lakes, and drinking water supplies, along with impacts on human and animal health

Authorizes the department to contract with Michigan research institutions including Grand Valley State University, Michigan State University, University of Michigan, and Wayne State University for research services

Mandates the plan include baseline microplastics concentrations in the Great Lakes, sampling methods consistent with standards from agencies like the EPA and NOAA, identification of sources and pathways, and recommendations for policy changes and solutions

Requires the department to submit the plan to the legislature by July 1, 2026, submit an implementation report by January 30, 2029, and adopt the plan by July 1, 2028 contingent on available funding from bonds, federal funds, and other sources

Defines microplastics as solid plastic particles measuring less than 5 millimeters in size with at least 3 dimensions, excluding naturally occurring non-chemically modified polymers
