Creates a new "Next of Kin" special registration plate for family members of Armed Forces personnel who died while serving on active duty or in Army Reserve/National Guard drill status

The plate will display an insignia of a Next of Kin of Deceased Personnel lapel button with "Next of Kin" beneath the registration number

Qualified family members include surviving spouses (even if remarried), biological parents, step-parents, adoptive parents, foster parents, children, step-children, adopted children, siblings, and half-siblings of the deceased service member

Applicants for the Next of Kin plate must pay the applicable registration tax under section 801, consistent with Gold Star Family and Blue Star Family plates

The amendatory act takes effect 180 days after enactment
